'emulating' win98 on w2k for specific software?

I believe there was a post here some time ago that stated w2k has a feature that allows the OS to 'fool' software into thinking it is running on w98 or 95, etc. Can anyone clarify that and explain to me how to do it?. The reason i ask is that i have a particular program that absolutely refuses to run on my w2k machine.

I don't know exactly how it works but the program's name is Apcompat.exe and you can find it in the Win2K CD.
