employment agency?

So I am filling out this application to try to get my student loan deferred for another 6 months and came across this section of the application.

"To qualify for an Unemployment Deferment you need to: ...Be registered with a private or public employment agency if there is one within 50 miles of your permanent or temporary address. "

"If you are not eligible for unemployment benefits, or if your eligibility has expired, answer the following questions:
...
Please provide the following agency information:
(Note: School placement offices and "temporary" agencies do not qualify as public or private employment agencies.) "


I am wondering exactly what this means to me. I had some correspondence with the Aerotek employment agency about a month ago, but I don't know if I am registered or if they actually qualify as an employment agency rather than a temp agency.

So, what is a public/private employment agency? Does a place like Kelly Services qualify? What are some others that I could check to see if they are within 50 miles?

I don't think you have to be registered with one. Isn't there a employment agency within 50 miles of EVERYWHERE.

By employment agency, i mean: CBS, Kelly Services, Adecco, Manpower, yada yada yada
