Empire Total War Vmem

I'm worried about the amount of video memory that Empire Total War is using. On my 6950 2GB, GPU-z only reports it using about 300-400MB max. Given that this is even when the settings are maxed out, it seems suspiciously low.

The problem is that with this much memory, moving the camera is prone to horrendous frame rate drops down to 0-1fps, and I get the feeling that it should be using a lot more, but it's swapping from system memory instead.

System memory usage is usually just under 1100MB, so I don't think it's a problem with the 32-bit 2GB limit. I notice that a quick google shows a problem with a memory leak, but I don't know whether that's the same problem. I don't get crashing, but maybe I just don't play for long enough. What do you guys think?

Don't know whether this should be in Video Cards or not...?
 
Is it happening in just that one game? I have a HIS 6950 2Gb card and I dont experience any fps drop.

Yup, just this one game. I do notice that there is a theme with strategy games like Civ V and Empire, though, that the game always fully pegs 1 core of my CPU (yeah, Civ V has no multithreading for me...) and no more - it could be that it's a CPU bottleneck, though from the way that framerates are fine when the camera is still, but tanks when it's moving (i.e. it has new textures and whatnot to render), I find that unlikely.
