Email server admin question

Is it possible for the administrator of an email server to set processing priorities
independently on a user email account depending on whether the user's email client is
3rd party email client or a web based email client, i.e. could the administrator
set the priority to extremely low if it was detected that the email account service
was being requested from 3rd party email client and yet have the priority set to
high for the delivery if the account service was coming from a web based application ?

Yes but they wouldn't bother - that's a lot of stupid work for no reason just to piss off mobile users.

If your email server is so overloaded that it would actually make a difference that an end user would notice, you need a new email server.

Although you might pass your external SMTP ports through a firewall and some deep packet inspection - that would add some latency. But that wouldn't really be a priority change.
