Take the router out of the mix and try again. I'm betting your ISP is just having a problem.

Alright I elimnated the router from the equation and he was able to get e-mail. I then added router back into the equation and again it will not connect. do i have to save a certain IP for his computer?

I would reset the router. There is a button on the back (may be recessed) that you need to hold in for 10 seconds or so until the lights on the front start flashing. You may want to check the documentation, or their website for the actual procedure as it may vary slightly from this.

If that doesn't fix it, you will have to get into the configuration and find out why it's blocking ports. 25 or 110, I can't remember which. It would be highly unusual for a home based router to block these ports by default.

Edit: Before doing that, check here first.
