Email Fowards : Need help!

I am the network admin so I have access to everything. I have one or two #@(*$@ people who think every email they get is just so abso-fscking-lutely hilarious. They send the FW to a email workgroup (staff) so that everyone gets it.

How can I prevent these people, without taking away regular email privelages, from sending fowards?

We are using Windows 2000 server, active directory, etc etc.
