The way I understand it is that Elite status is given to members who show a real contribution to the forums, but with the exception of just a few (mechBgon and JackMDS come to mind) it isn't obvious to those of us who haven't been around for years.
What I was thinking about would be a page listing each of the Elites, and what they did for the rest of community. There aren't that many, and they're added rarely, so it doesn't seem like it would be a huge deal to make/update, but it would give newer members an idea of who these people are.
