Eliminating lag with a Hauppage TV Tuner card

It is impossible to play console games on my Hauppage TV Tuner (WinTV PVR USB 2) because of the 1-3 second lag of the framebuffer. Is it possible to get rid of the frame buffer to allow for instant playback? I live in a 14x11 dorm room with two people living in it, and space is tight, so I got a TV tuner so I wouldn't have to bring a TV, and now we can't play console games because of the lag. I am on a laptop, as well, so I cannot use a RCA to VGA converter.
 
A cheap software-based $20 tuner will work better for this since it sends raw data to RAM instead of encoding it first. But then recording won't work as well, you may have dropped frames and audio sync problems.

AFAIK you can't disable the hardware encoding on the Hauppage, but check AVSForum.com to see if I'm wrong.
