Electrical problem or is my headlight out?

The driver's side headlight is no longer working but the highbeams and corner lights are all still ok. Normally I would just change the bulbs and be done with it, but I noticed that was out once before but when I went to the autoparts store the light was working again. That doesn't sound like the bulb being burned out. Normally I would just buy new bulbs and see if that fixes it but replacing headlights requires removing the bumper on this car so I don't want to go through that in subfreezing weather if I don't have to.

I'm thinking this may be related to the driver's side fender being replaced since the first time I noticed the problem was immediately after I picked up the car. I'll probably take my car back to the body shop, but I wanted to get some opinions here in the meanwhile.

High-beam is a separate filament, so it's perfectly possible for the low-beam to be burnt out while the high-beam is still OK, even if it's the same bulb.

Chances are that it's the bulb, but if you can get to the connector with a multi-meter that will tell you for certain.
