Spidey thought that Obama invented this regulation and was already in full meltdown mode about it. Once he found out that it came from a Republican president he curiously stopped being so mad.

Ain't it funny how that works

What's scary is that there are real U.S. citizens out there that depend on spidey to do things. Like his job. Scary times we live in.

Part of what i don't understand is this whole GET AN ELECTRIC CAR thing..... it has to be charged... right? where does THAT energy come from? a clean power source? an affordable power source?
government regulation typically costs everyone(that is, everyone who pays taxes and works for a living)....

That is a good question. Though, obviously you are not the only or the first person to have thought of this :p

What would be considered is how the electrical source powering the car compares to an equal amount of gasoline engine combustion. For example, a given power plant (coal, nuclear, hydro, natural gas) supplies enough power for an electric car to drive 200 mi on one charge. If we had a gas car with close to identical as possible engine specifications driving 200 mi at same speed, then you can compare:

1. emissions from the electric car & power source vs. emissions from gas car
2. cost of that much gas vs that much electricity.

also remember that the gas pump uses electricity, and if you had car charger at the same location then the power would be from the same source.

I don't know the answer to this. But I'm sure with some googling one would be able to find information from experts. And oh look, here it is! Blessed be the internet and its wealth of knowledge.

Internal combustion engines like the ones found in cars are tremendously inefficient. (according to wiki, somewhere in the neighborhood of 18-20% efficient) Most power plants are at least in the 30% range, with natural gas plants getting up to 50+% efficiency. So, at the lowest end you're still using power that's more than 50% more efficient to make, and at the high end, power plant produced energy is 250%+ more efficient.
