I've driven passed Jurez going fro El Paso to New Mecico. It's definitely not a place I'd want to have to go.

Any rental car I've seen specifically states that you can't go out of the country. Not sure what you can do about that.

When I've rented from National, they ask if I will be taking the car to Mexico. I assume if I said yes, they would charge an extra fee.

You may have to get extra insurance from the rental car agency if they even allow their cars to be taken in to Mexico.
A car with US plates there is like having a big neon sign on it saying "Steal Me!"
El Paso isn't so bad but Juarez is not someplace you would want to visit often.

Wd, after renting a car in Mexico, and getting in a world of hurt, use a cab, and always ask how much before ou get in the cab.

The border crossings are a PITA. I have relatives in El Paso, they don't bother doing any shopping in Juarez. The checkpoints are always backed up.
-edit--I don't know the rental companies policies on this.

How long are you staying? If you will bethere mutliple days it owuld make snes to renta car as I'm sure your hotel will be on the US side.

If you will only be flying in, working, and flying back out. Cab from airport to border. At the border, get out and walk across the border. Cab from mexican border to factory. Cab from factory back to Mexican border. Walk across border to US. Cab from US border to .........
