eh, wtf is with this cell phone

So my parents left me with their cell phone while they are on vacation. I am sitting in the basement (almost no signal) and get a new voicemail. I go upstairs where there is a signal (but roaming) and hit the button to retrieve the voicemail. It says that number is disconnected. So I try *86 or whatever it is and get the same thing. Is it doing that because it is on roaming and you can't retrieve voicemail, or is something fvcked up?
