Effects of changing USB ports option in BIOS

Why is it that when I change the number of USB ports option in the BIOS from either 8 ports or 6 ports to just 4 ports, that the system will no longer boot to a WIN98 bootable diskette ?

As long as I set the number of USB ports in the BIOS to anything above 4 ports the system will boot to the WIN98 boot diskette just fine.

The motherboard has 4 USB ports on the back plate and 2 USB ports on the motherboard itself but the 2 on the motherboard are not being utilized.

What does any of the USB ports being disable, have to do with the functioning of the floppy drive ? The floppy drive is an IDE and is connected to the floppy controller connector on the motherboard.
