Well it depends, importing it or desalination? Abu Dhabi has many desalination plants already, and the technology is very good there.

I don't think Mubadala is going to be deterred due to a lack of water, put it that way.

i assuming you need very pure H2O for fabrication, there for your link has little relevence as it doesn't show the cost difference between purefication of rain/fresh water to fabrication grade water compared to salt water to fabrication grade water.

Also aparently taiwan gets a lot of its water for fabrication from Japan, now if we are just talking about rain water that makes just as much sense as building a fab in the middle of the desert.
