If it is a bitmapped image, the general simple answer is "no." Any change from the native or original image size degrades it because of how that is done. To make a bitmapped image larger, you need to add pixels or make the existing ones bigger. Adding pixels is done by interpolating artificially and leads to less detail. Making pixels pigger leads to jagginess. Artwork that needs to be scaled is usually done in vectors, not bitmaps. Then size changes do not affect quality/resolution. Photos are bitmaps. You can print bitmapped images at different sizes without changing the quality, and that is done by zooming the image in whatever software is doing the printing.
Generally, the flagship standard for bitmap editing is PhotoShop by Adobe. There are several others that can "enhance" picture quality. But size changing then degrades those enhancements.
