Editing .hosts no longer works?

I am designing a new website. I've always been able to edit .hosts to point the domain to new server IP while i built the site, then I would just redirect the DNS when the site was ready. That way the old site stayed up and then switched to new site seamlessly... This no longer works for some reason? Anyone have a clue what might be the problem?

Normally, i just run notepad as admin, open .hosts and edit it as "ip address" "url" , example:
00.00.0.00 www.website.com
00.00.0.00 website.com

then save it...
I've done this for years now suddenly it doesn't work... I don't recall reading in any win updates that this was changed?

BAH... i figured it out... somehow the ip was changed on the server for new accounts... nothing would work regardless ... really weird!

I was gonna suggest to you what I use in my host file: 0 -- Just 1 Zero

'0 http://www.facebook.com' for example
