IFC has a membership roster for the fraternities including ID #s. So they pull the GPA using that. Atleast that's how it is at my school.

The Executive Boards do know the grades of all brothers, at least thats how it was when I went to college

You have to sign a grade release form when becoming a member.

However, at my Fraternity, we give the Academic Chair a copy of our grade reports at the end of the semester to compare with what the IFC says we received.

Our scholarship chair knows what everyone got but that's only so he can find out who got >3.5 so he can take them out to dinner or find out who got <2.7 so those people can go on academic probation.
