They just aren't licensed.
Drug dealers are not dumb and aren't in need of actual sympathy, but they say what needs to be said to hit the typical bourgeois in the feels.

I know someone else(#2) who is evading service for the damage a police drug bust on #2's activities. I don't think they know each other.
#2 was working two transportation jobs, including the county government bus service at the time. After his incident, he decided to bail and just simply failed to report to the government bus job but kept his private job. Tried to contact his private job, woman says he worked there at the time (Sept 2022), but then they asked why I was calling because it was odd. #2 then called the phone using a borrowed number, saying he'd pay up if we drop the case. Then when the sheriff attempted service, his workplace decided to aid #2 and say he doesn't work there anymore.
Then the third is the "kingpin" who actually does supply to both of the above. He didn't need housing, but his "clean record frontwomen" did.
The drug dealers usually wind up with housing issues and thus become adept silver tongues in convincing naive landlords who don't live that life. The ability to present a prima facie story regardless of actual underlying facts is a skill lawyers, cops, and other "law people like inspectors, social workers, etc" eventually learn. Hence, I do consider that crowd to be intelligent in that regard. Their life is essentially internship experience that the goody-two-shoes of the world don't have.
