Edelbrock TBI flooding while ignition off

I have an 89 Full size Blazer with Edelbrock TBI installed. I went to start it last week and found it hydro locked. Pulled plugs and found #6 full off gas. I drained 4 gallons of fuel out of oil pan, changed oil and filter, started it and ran fine. Ran engine in sand pit for an hour then parked it. Went to start it next day and it's hydro locked with fuel again. Is there some kind of check valve not closing when key is turned off. GM pumps won't keep running if not teach or oil pressure signal?

You have a leaking fuel injector. Pretty simple.
The pump may not be running, but the pressure is there and it can also syphon / siphon gasoline from the tank.

Replace the leaking fuel Injector.
