ECU upgrade

I was thinking about getting an ECU upgrade from GIAC and they said the diverter valve would need to be replaced. Would this make the engine or turbo sound louder? If so, how much?
 
My friend did the ECU upgrade on his 99 A4. Sounds good not too loud, +50extra HP. It really helps compare to stock. Think he paid like $500 (including parts) to have some guy he found on the the VW forum to do it.
 
my friend did an ecu upgrade on his. made it quite a bit faster (faster then other friend's rsx -s)
