ECS RS485M-M Video trouble

OK, I'm working with the ECS board in the Title and I keep having trouble with directx directdraw. I have already updated and reinstalled ATI drivers, direct x, and checked for obvious spyware, viruses etc.

dxdiag reports directdraw as unavailable and testing produces an error at the full screen test.
The manufacturer indicates the board is an ATI express 1100, but the drivers installed are for ATI express 200. I have searched profusely for the solution, but I am at a loss. Please help!!
