How can ECS get away with not following Intel specifications? This mainboard has no 12v power connector to the CPU.

I'm working on a customer system and this thing keeps freezing in windows. Clean install of XP and it will just freeze with ANY cpu load, even internet explorer. The system just freezes, no blue screen and zero KB response. I checked the core voltage an it's at 1.488v on a P4 1.8 northwood. This board undervolts and there's no way to change core voltage in BIOS.
This is the first late model P4 mobo I've seen w/o a 12v connector....JUNK. lol
