ECS K7S5A/XP2000+ wont boot

I'm putting together a new system:

ECS k7s5a
AMD XP2000+ retail
PNY PC2100 256 mb ddr
ATI Radeon 7000 3d mb ddr
400 watt psu
no floppy drive installed
Maxtor 40 GB hard drive
Samsung 52x cdrom

The system doesn't show any signs of having video when it boots and the cdrom apprears to keep resetting itself with the light staying on. The cpu and case fans are plugged into the board and they work ok. The only sound I hear from the speaker is a faint single beep when it is turned on that is hardly audible. The keyboard lights will flash and go right off. The caps lock light will not come one when the key is pressed and the case leds don't appear to be working. If I pull the memory, I still get only one single faint beep. I tried it without anything but the cpu and cpu fans installed and still no beeps.

I have tried pc133 instead of the ddr and a different video card. I also have two power supplies of which I tried both. The specs are:
On the 350 watt Codegen model #300X1, they are

+3.3V 20A
+5V 30A
+12V 12A
+5VSB 2A
-5V 0.5A
-12 0.8A

On the 400 watt iBest dual fan psu:

+3.3V 28A
+5V 30A
+12V 11A
+5VSB 3A
-5V 0.5A
-12 0.8A

400 watt max


Are these psu's adequate for the XP2000+? The Codegen says it is AMD recommended for up to a XP2000+. I would appreciate any help. Thanks.

Check the PSU in another system, and see the actual voltage readings when it posts.

It sounds like the motherboard. You could also try unplugging everything, and then only plug in the essentials.

It tried unplugging everything and only having the memory, cpu and hs/fan installed. I'll try the psu in my other system.

i also got the combo from frys, and i fried my cpu while installing a different hsf.. and since i had a dead cpu, it wouldnt post. if you have another cpu, switch them and then try.

I took the 2000+ cpu off the ECS board and put a good xp1800 that came out my good system in. It was the same result. I took the 2000 cpu and put it in my good system, and it is running stable. I think the ECS board is bad. I tried 3 psu's in the system that has the ECS and had the same result.

That's one of the first things that I did.

I think the board is bad because I tried a good ram, a good cpu and another video card. It still wouldn't boot.

u got the combo from frys right? exchange the board.. i was in and out of frys with exchange in 10 minutes.
