ECS 848P-A Cold Boot Problem... help

I bought the P4 2.8ghz + ECS 848P-A combo at Fry's. The Chip is a 533FSB Prescott (1MB cache) and the motherboard has the Intel 848P chipset.

PROBLEMS:
The board will not post if it is cold.
There is no video and there are no beeps.

Anyway, the only way I can get it to post is to let it run for about three minutes (fans go on after pressing the power button) and then press the reset button. After this it works perfectly and I played Vice City for over an hour without any problems. If I turn the system off I have to wait another three minutes after next boot and reset again. I can reset the system when warm and there are no problems. It is just the "cold boot" that does not work. I have already exchanged it once because the first board had identical symptoms (god damn Fry's being over an hour away).

System specs:

Antec 430W Psu
Corsair Value Select 512MB PC3200
Sapphire Radeon 9500 non-pro
Silicon Image PCI Raid card with two Maxtor 120GB drives
LiteON 4X DVD Burner

I have unplugged everything except the video card (which works great in other systems)
I have tried a PCI video card (same problems)
I ran Memtest86 for 5 hours with the RAM with no errors
I have flashed the Bios to the newest from the ECS site (did nothing)
I have tried a different generic 500W PSU (same problems)
I have contacted ECS support (they say it is probably the PSU even though I told them that I tried 2 PSUs that worked in other systems)

I highly doubt that two "new" boards and chips from Fry's are both broken in the same way ( it would be very unlikely)

Any suggestion would be appreciated... Thanks
