eccp: pern_conn if send interval set?

it set the send interval in eccp109.ini as:

SEND_INTERVAL=24:00:00

so dp get sent every 24hrs. do i need to set permanant connection on, or off. what im trying to do is only send every 24 hours, and im afriad setting perm_conn=1 will send dp every time one is discovered. so perm_conn 1 or 0?
 
If you set perm connection to 1 it will send every time a DP is found. Then is it cant connect it will retry at the specified interval.
