Or is it always 7 days (or other number of days) after the exact time you submit the auction?

You can have an auction get listed at a certain time if you want. So if you want it to end on a certain Friday at 7PM, have it start at Friday at 7pm the week before. I don't use ebay a lot though and could be wrong.

Auction lengths are for 1, 3, 5, 7, 10(extra fee) days. You can delay the start of the auction to make it end on a specified time(as mentioned above ) but eBay charges a fee to do that also.

I recommend ending your auction Sunday 6PM Pacific/9PM Eastern.
