Doesn't sound like a scam, they're paying with Paypal, verified address.

Make sure you charge enough for shipping to get tracking numbers...I had a bad experience sending to the UK and not having a tracking number since I didn't want to charge $50 for shipping.

The guy's english doesn't sound too good. It's possible he meant to ask if you would ship to Latvia rather than if you would ship before payment is received.

Since I am not a native English speaker I have the same feeling that he's just asking if he would pay for the shipment cost would you ship to Latvia

Seconded. Living in Sweden (or at least I used to) Havent really heard anything about latvia beeing in a lot of scams.. Africa/Nigeria on the other hand...

IIRC Paypal doesn't protect international transactions, but I could be wrong.
