eBay Question: What reasons can I cancel orders?

I'm looking to sell some items are eBay. I used to partially work in fraud prevention for online retailers and I know a suspicious address when I see one.

I refuse to ship to freight forwarders, hotels, mail drop off locations, or any other suspicious addresses.

Can I put on each eBay auction that I will not ship to these such locations? Or do I have to ship to any address that eBay gives me?
 
People put conditions in their adverts all the time like "message me first if you less than X feedback" or I will cancel the order. I see no reason why you can do the same if you make the conditions easy to see and not some tiny small print.
 
I think if they buy and it's their confirmed address, you are screwed. Though, I've not had much luck jumping through the ebay/paypal hoops and protecting myself so I just stopped selling there.
 
You dont have to do shit.

If they buy and pay for it, refund them and tell them to sod off. I remember getting the fee back from ebay could be a pain, final value fee and the listing fee. They may have streamlined that since then though.
