Ebay question...can i deny the winner of my sale?

So this guy comes in during the last hour of one of my ebay auctions and wins. I inspect his feedback and it turns out that out of 4 feedbacks 3 were negative, non payments. Now the guy emails me and says that he forgot his credit card today and that he'll pay me in the next 24hrs.
Not only do i not want to sell to this guy i think i'd be afraid that if he did pay with a credit card that he'd try and say he received a damaged product and attempt to do a chargeback or something.

So the question is can i deny this guy the sale and be in the right?
 
I believe there is a way, I've done it before (for almost the exact same reason)... Talk to one of the live people on the website using the chat... they are very helpful.
 
I guess if they violated a specific rule you set forth in your auction's description. Like myself, I always say that I will only be accepting non-cc, verified and they must have a confirmed ship to address when paying by Paypal. Otherwise, I will a) refund their money, b) leave negative feedback and c) never ship the item.
 
I've been given the option with some of my auctions to sell to the next highest bidder. Check your options for the auction.
 
Well, first you should have set your auction to restrict who can bid on it.......there is a place in the seller's setup on ebay that can block anyone from bidding that has a feedback lower than -1. This would have quite effectively blocked this bidder from winning or even bidding on your auction. You can also place a few other restrictions on your auctions, like keeping persons from regions you won't ship to from bidding (like from overseas or even Canada), and other things...I forge the ocmplete list, but this is found in the seller's tools list.
