Bought a phone on e-bay, 2 weeks later receive a package and it's a much cheaper model ($60 cheaper). Seller doesn't respond to any e-mails, what are my options? Can I still file a complaint with paypal and get my money back? How difficult is that process?

i believe you have 60 days to file a paypal complaint...done it twice, had good results both times. the process isn't hard, jsut make sure you do it now while you can access the page on ebay and volunteer to send picture proof if paypal wants it.

Ask for money back then send the pos back. Give him a negative feedback.

Then he will be out shipping.

Yeah get money back and don't ship it until he pays for shipping.

That's the problem, he's not responding to any e-mails.

Just dispute with Paypal, get your money back, give him a neg, and if nothing else works do a chargeback on your CC.

Go through ebay to request his contact info and call him on the phone. If the number is bad, report him to ebay and they will NARU him for invalid contact info.

Bad advice.

If they will not solve the issue over 1 or 2 emails then dispute it with Paypal. Explain you grievance and they will forward it on to the seller. If the seller really did ship an inferior item, you will most likely get a full refund, although you will probably be required to pay return shipping.

I am waiting for my refund after filing a dispute with a seller who refused to do anything about a VGA touch-screen they clearly advertised as XGA. Email was not help as they wanted to only refund the item price minus shipping + an absurd 25% restocking fee. It was not until I disputed it with paypal that they agreed to take it back for a full refund. I did have to pay return shipping though.

Shipping an inferior product is no different than shipping a brick instead.
