Ebay problems :( Any chance Paypal will refund?

Bought this phone about 3 weeks ago. Recieved the phone and it turns out the guy lives about 30 miles from me. Phone was packaged terrible. Both chargers and phone were just tossed in a box with some crumpled newspaper in it. Take the phone out and it doesn't look too bad, a few scratches but usable.

Anyway, I take the phone in to my local cellphone dealer to get my phone number installed and they can't get the directional pad to work. The left and down buttons won't work. They get my number installed on the phone, but warn me about the problems.

I email the guy and he doesn't understand what the problem is. He says they got my phone number on the phone so obviously it works enough to use it. I disagree, browsing my address book and checking recent calls or navigating the menu is impossible. We go back and forth for at least 2 weeks now. He finally sent me an email asking me what I want out of him. I told him a full refund after he recieved the phone back and verified it didn't work. Now he won't respond at all.

I've told him I'm going to take this to Paypal and Ebay if he doesn't help me out somehow. Any chances they will grant me a full/partial refund?



CLIFFS:
1 - Buy phone here
2 - Phone directional buttons do not work
3 - Let seller know, seller thinks phone works just fine
4 - Stops responding after I ask for refund
5 - Wondering if Paypal or Ebay will grant partial/full refund?
 
and thats why you don't buy used sh!t from people you don't know or don't have a chance to check out first.

I've bought and sold hundreds of things online. This is the first real problem I've had.

Granite Falls isn't too far. Actually my wife is going to MN West Worthington. Think Granite Falls has a MN West campus as well.
 
File a paypal complaint and an ebay complaint. And if you know where he lives, to key his car if he doesn't respond. Then leave him a note like in the other post.

Extremely low chance eBay or PayPal will do anything.
If he does live that close I would find some time to vandalize his stuff. He deserves flat tires or something.
Unfortunately if you leave a negative feedback, and they retaliate with one you cannot remove their feedback. eBay is stupid like that. There are so many "fake" negative feedbacks on eBay that should be removed, but cannot due to eBay's stubborness.
