I mean yes obviously it's pretty damn bad that he's taking no static precaution and it looks pretty beat up.... but is there something glaring I'm missing?

what is the bare cpu sitting on?
Carpet! Let's see wheres the absolute worse place I could oput a CPU to take a picture of it? Oh yea the carpet which is full of Static Electricity.

i put my sht on the carpet all the time, i've never had a problem with something due to static electricity.

That looked just like the porous plastic static pads that we used to use to ship memory when it still came on chips with little pointy legs.

Hmm I think I read soemthing about "latent" damage, it says that even if the component doesn't die immediately it can cause problems or die later on down the road.

It all depends on where you live - your climate. If you live in a really humid area, there is a VERY low risk of your stuff getting shocked by static electricity. I live in FL, and I put my computer systems together on the ground, and have yet to have any problems with them.

That is not formica. It is cut pile carpet with a face weight of 75 or so.

I love working @ home depot.

I was actually going to guess that that cooler was not the correct one for the chip, but that was only a guess. It looks like a P4 cooler not a pIII.

Static Electricity is caused by rubbing to surfaces to get a transfer of electrons. If the seller simply placed it on the carpet, I'm pretty sure it is alright. Unless of course he/she dragged it across the carpet like a madman/woman.
