ebay/paypal question

I just won an auction on ebay and the seller claims to accept Paypal. However once I emailed him to confirm the final price he sends me and invoice which says that if I choose to pay with Paypal, I must add 4% to my total. I have never been charged a fee to buy with Paypal before, although I haven't bought very many items off of ebay. Is he allowed to do this? I read in another thread here that it was against the paypal TOS to charge to cover the buyers fees, but I am still browsing the Paypal website right now trying to confirm this.
 
If you want the item right away, go a head and pay the 4%....
Then, make claims with PayPal using the emails he sent you. They will claw back your payment and he's gonna get warned.
