This isn't a surprise. When someone's turf is threatened, there will be a counteroffensive. Just that in the realm of companies, it not overt force.

I mean, the tobacco industry went full force against Jeffrey Wigand to shut him up, why are people surprised?

Gosh, yes, I'm just constantly reading news articles about company executives sending live insects and fetal pigs to people who publish items critical of them. Constantly. It never ends. I mean, the tobacco companies did it 30 years ago, this is clearly a well-defined pattern.
 
The kind of criminals who torment people like this need to be held personally criminally liable. Fine are only a "cost of doing business".
Installing a tracker on peoples cars and going on a campaign to torment and torture them over time should at the very least require prison sentences for everybody at the company who knew what was going on except for the whistleblower(s).
