what is the best way to pay this person. do i do paypal credit or paypal bank account.

Paypal is actually pretty safe for the buyer - it's sellers that can get easily screwed using it.

If you use credit card funds, you're even more protected - although be prepared to lose your Paypal account if you get scammer and have to file a dispute with your credit card because Paypal doesn't help you.

but it seems that if you pay by debiting your account paypal offers a 100 percent guarantee?

It's the same guarantee regardless of the source of the funds.

Not exactly, if you lose with paypal you can still do a chargeback with your CC.

Sorry, I meant the "PayPal guarantee" is the same regardless of the funding source.

Using your CC provides an additional level of security if PayPal's guarantee fails you.
