it doesn't seem to be quite the same, but the concept is somewhat similar: consolidate your online shopping into one database, and pay through a single account rather than creating multiple accounts.
i didn't take too much time looking at it, but it appears as if ebay express (for now, at least) is for individual ebay sellers w/ items at fixed prices, it doesn't quite look like a payment solution for merchant sites. however, i see how it could quickly evolve to a direct "answer" to google's checkout. i see a payment solution penetrating the market and gaining more acceptance if it has the "ebay" name than if it has the "paypal" name.
