I had a sale "Ended: Nov-08-05 15:12:46 PST"

I sent an email asking what kind of shipping they wanted, noting parcel post would be cheapest.

The next day, I went ahead and sent them an invoice with the parcel post shipping along with telling them if they wanted priority, to add $3 more.

Here at least two days have passed with no reply.

 
Ebay has specific rules on the matter. Unless stated otherwise in your auction, you must follow them. I believe 72 hours or 3 full days is required before you can file for Non-paying bidder.
 
I always add "payment do within 72 hours of winning bid" to the auction description, if you didn't specify, I'd give it a week.
