won an AC Adapter for my Dell Laptop but was sent an HP AC Adapter instead. Sent about 4 emails and no reply and it has been a week. In what order should I do the following: Contact ebay, contact paypal, leave negative. Also what prevents him from leaving me a negative if I choose to file a complaint and request a refund when I did nothing wrong?
 
start a paypal chargeback. that will get his attention better than anything else.

Ebay won't do anything. Paypal won't do anything. Leaving a negative won't do anything and will probably get you one in return.

If the package doesn't have tracking, you can screw the buyer by issuing a paypal chargeback and saying it never came. That should bring them out of the woodwork pretty fast. However, tracking on a box of rocks is enough proof from paypal to deny you. I wouldn't normally suggest doing something so underhanded and likely illegal, but after having been screwed by paypal before, they deserve to be used like the tools they are.
