eBay 50¢ Insertion day = July 27th

eBay will be holding a one-day 50¢ Insertion Fee Sale for listings on eBay.com beginning Tuesday, July 27th, 2004 at 00:00:01 PT (12:00 AM plus one second) and ending that same day, Tuesday, July 27th, 2004 at 11:59:59 PT (11:59 PM plus 59 seconds). eBay listings created prior to July 27th, 2004 and scheduled to start during the promotional period will be eligible for the promotional rate.
During the 50¢ Insertion Fee Sale promotion:

For Auction-Style and Fixed Price listings, the insertion fee will be capped at $0.50. This promotion will not apply for Motors vehicles and non-vehicles, International, Live Auction, Ad format, Professional Services, and Store Inventory listings.

All other fees (including Final Value Fees and all other optional listing upgrade fees such as Border, Buy It Now, Highlight, Gallery, Gallery Featured, Featured Plus!, Listing Designer, Bold, Reserve, Extended Duration insertion fees, etc.) will still be charged. The promotional rate does not apply to listings with a start date prior to July 27th, 2004, including those listings revised during the promotional period. The promotional rate also does not apply to listings created during the promotional period (July 27th, 2004) but scheduled to start after July 27th, 2004.

That might be because if you start an auction at a low price, the insertion fee is less than 50 cents. I've started auctions at .01, and the insertion fee is like 30 cents for that, so that might be the reason.
