easy question

i finally found the temp specs for a 2.4b:beer:
thermal design power-59.8 celcius
max c-71 celcius
min c-5 celcius
what do they mean by thermal design power? is that the temp it is designed to run at?

Off-hand I'd say that's the max temp to consistently run it at.
