Easy program to create poster

What kind of poster? From an existing image? In that case you'll probably want to use Rasterbater.

Oh and if you're making this poster from scratch, you'll want to do it in vectors so it doesn't like look a pixelated mess when you blow it up to poster size.

Definitely.

Inkscape is a freeware vector program that can save to standard SVG files.

It does have an option to trace bitmaps and create vectors, but it's not very good.
Vector Magic, by Stanford, is much better at tracing bitmaps to vector images, but they want about $3 per image.
A few months ago it was free. Oh well.

The idea of spending 100s of $$ on software to do a simple vector drawing task seems a bit . . . eh!

For a simple poster 24-in x 36-in, you do want a vector capability. Vector = draw . . . bitmap = paint. Only vector-based art is scalable.

Before spending megabugs on the Cadillacs of graphic arts, I would definitely look at Inkster or similar FREEWARE.
