My supply line for the toilet is in the ceiling of the garage. We're in a very long cold snap (single and sub zero temps) not normal to my area and the supply line is freezing. I'm not around through the day to do some random flushes to keep water moving.

What's the best way to introduce a trickle flow to keep water moving all day? Hopefully there's something that can be done I can easily reverse in a few days.

Higher water bill for a week is better than flooding my garage ceiling.

You can rig the cutoff valve in the tank where it never reaches the cutoff point.

I ended up taking a small metal rod and wedging it in the bottom of the tank so that it sits right under the flap and opens it just enough that it trickle drains the tank keeping the feed active. Seems to be working so far. It's going to be a long, cold week.

Can you get access to the line? I'd throw some heat tape on it.
This. You'll have to get up there and wrap it with foam/insulation. I'd cover it with plastic too to keep any kind of draft off of it. Sooner or later, you'll forget and it'll bust.

I was going to say "paper clip under the flap"

I was going to say to plumb in a flexible line from the tank to the floor drain and start a siphon going. You can choose the size of the line to adjust the amount of flow...
