Easiest way to do have tiered speed access / caps

I recently signed leases with two sets of young adult tenants and thought a nice way to help with the bills would be just to offer basic wifi for free, with the option to upgrade for say $10 for zippier performance. What's the easiest way to set limits that are locked to individual logins or mac addresses? I don't intend to rip anyone off, I just want to prevent bandwidth hogs from slowing everything for anyone else and will use the fee to upgrade to a faster tier of service

Ask your ISP may be they give the Tools pertaining to their service.

The router you're using should have a QOS (Quality Of Service) option. Just set the limit there.
