Easiest way to cap bandwidth?

What is the easiest/cheapest way to cap bandwidth on a single connection?

fx cheapest router or like capable of doing this.

hah, i think the easiest and cheapest way would be to get a very crappy cat5 cable..

The Free way. Reduce the RWIN of the TCP/IP Stack to a setting bellow optimal.

I did read about a way to do it in Smoothwall. I'm currently configuring my new smoothie firewall. 🙂 THe "plugins" are basically user written mods that you will have to reproduce by hand on your firewall, so while it should work, it's kinda tricky.
