This kinda just popped into my head becuase of the "is there something in the sea"thread.

I lived in Japan for 5 years and we had a lot of earthquakes. Mostly small ones that u would just notice becuase your lamp was swaying. But they are way past due on a huge fricken earthquake. When do you think it will happen? The city really isnt prepared for it..well..you cant really be prepared for it at all.
 
I have heard that the Japanese are on the forefront of earthquake prediction science. They have been technically advanced for decades and they have the biggest stake in it, the whole place being in a high risk earthquake zone. You should ask an elevator, one of those new models that can see into the future (so you don't need to wait for it).
 
Lots of little earthquakes are generally good, they prevent the big ones. Large earthquakes are caused by the pressure between the plates building and building and releasing all at once. Small quakes release the pressure before it can build to dangerous levels.
