E7200 - 45-50 Idle and 65-70 when full load - good or bad?

I have just built my PC and these are the temps I am getting. E7200 - Gigabyte P35S3L. I used the thermal paste given with the stock heat sink but accidently spread it out abit and took some off by mistake. Should I stop using computer immediately and buy some more thermal compound if so which and what can I buy from a uk supplier to remove it?

90% isopropyl alcohol and coffee filters to remove and whatever thermal paste you can get. I like arctic silver 5.
 
Spread it out how? If it just smeared between the chip and heatsink, it might not be a real issue. If you accidentally wiped it with your finger, the oils might interfere with the heat transfer. Are you sure all four pins on the heatsink are in all the way? Sometimes people have a problem with that.

Also, what's the ambient temperature around the computer? If the computer's in a hot room it's not going to run cool.
 
mine also idles @ 46c and loads @ 64c with ambient temps in the ~25c range. this is with my overclock too.
