I have had my E6850 O/C 'd to 3.6 GHz and it has ben running very stable and with good temps for awhile now. I started my machine yesterday and noticed that is was only running @ 2.4 Ghz? I Verified it using CPU-Z, Coretemp and the BIOS. After going into the BIOS i noticed my setting where still reading. 9X400 FSB and everything else was the same?? My current FSB say it is 267 X9 = 2.4 GHz 1066FSB. I have the F13 BIOS for my motherboard just in case this helps. I don't understand what is going on, This just randomly happend. And the CPU speed will not change no matter what i do. Please HElp!!

reboot, enter bios, load default settings, save&quit->reboot, re-enter BIOS, re-set the overclock you had (9x400) with the voltage setting you had, save&quit->reboot, boot windows, see if it's still there.

It looks like it is in Speed Step mode. 400MHz X 6 is 2.4GHz. So if you have EIST enabled, then it is running as expected. The clock speed will increase to 3.6GHz when the CPU is under load.

I thought that for a second too but he later said he's got 9x266.

Green go do what I wrote in my first reply-- "Load Default Settings" is an option in the BIOS. Do that and save and quit, then re-enter the BIOS and change the numbers back to your overclock. This works for me when I have the problem you describe.
