E6750 - CPUz and Windows/BIOS saying different speeds

I recently built this setup. I went into the BIOS and set it to 8*400. Didn't mess with any other setting other than upping the 333 to 400. The CMOS then reported the expected clock speed of 3200. I boot into Windows, go to the Control Panel>System which also correctly reports my E6750 running at 3200mHz. However, when I open CPUz, it says my processor but lists my Core speed as 2400mHz (6*400). Any explanation? Which is right? Even before I overclocked, CPUz was registering 6*333 (2000mHz). Is there another good third party program to try? Or is there some setting I have out of whack?
 
One other question....should I disable Speedstep if I am overclocking? Or does it really matter (i.e. if my computer needs it, it will always ramp up to overclocked speeds)?
