e6600 low Stock Heatsink Fan rpm , high temp

i have an e6600 with the stock HSF on a DG965ry mobo , 1gb ram collermaster 380w spms
my cpu idles at 45c and goes to 60c under load ,the cpu fan rpm doesnot change even when the processor is under load , it remains at 1050 rpm (my friends e6300 idles at 33c , HSF rpm at idle : >3000 )
how shud i correct it
my mobo temp also rises abruptly (usually 1-2c less than the processor)
any solutions ?

Make sure the HSF is plugged into the correct fan header....

done that , is connected properly , into the right slot

What's wrong with 45-60c? Leave it alone and enjoy the silence. That temp is FINE!
