E5200 processor speed question

My son's friend's computer is lagging in games. I had him right click on my computer and it says the cpu is running at 2.5ghz and 1.3ghz. Does that mean that one core is running real slow?
 
I think it means in the idle state the CPU is running at 1.3GHz but is rate for 2.5GHz, which is what it will clock to when under load. It could possibly be causing issues though if its cycling between those two speeds, but it shouldn't be doing that in games.
 
Yeah, probably should be able to turn it off in the BIOS.

You should be able to, but there's really no need. When the system needs the maximum horsepower it will get it. When the system is busy, the CPU will run at 2.5Ghz, when it's doing nothing, it will run at 1.3Ghz. If you leave the system on 24x7 you will see a difference on your electricity bill if you turn off the power-saving.
